Clearances

The PA Child Protective Services Law changed effective January 1, 2015.  The change no longer permits organizations like PA West Soccer to conduct background checks through a third party provider.  All background checks must be completed using the provider designated by Pennsylvania per the requirements of the law.  Individuals fall into two categories…paid and volunteer…and each has its own set of required clearances. All individuals must upload the required documents into the PA West Soccer Online Risk Management System (link to the portal and additional info at the bottom of the page).

Volunteers must provide the following:

  -State Police Criminal Record Check
  -PA Child Abuse History Clearance
  -if PA resident for at least the past 10 years…a complete and notarized Volunteer affidavit
  -if PA resident for less than the past 10 years…FBI Criminal Background Check
 - Completed SafeSport Training
 

Individuals who are paid to oversee the children/have direct contact with children must provide the following:

  -State Police Criminal Record Check
  -PA Child Abuse History Clearance
  -FBI Criminal Background Check
 - Completed SafeSport Training

How To Obtain Your Background Checks
PA State Police Report:
PA State Police Criminal Record Checks are free for volunteers and cost approximately 22.00 for those who are paid.  They can be obtained online by visiting the State Police web site - Click Here.
 
Child Abuse History Report:
PA Child Abuse History Clearance requests may be made online - Click Here  They are free for volunteers and the cost is approximately 20.00 for those who are paid.

Volunteer Waiver Affidavit or FBI Criminal Background Check:
If you have been a been a PA resident for the last 10 years, you can submit the affidavit.  The document does need to be notarized.  If you have not lived in PA for the past 10 years, you will need to complete the FBI Clearances.  Both expenses are reimbursable from BWSA

To request an FBI Fingerprint Clearance: Click Here   This link will take you to the page managed by Identogo for the Commonwealth of PA to help individuals attain an FBI clearance.  Attached at this link is a PDF with instructions and the Service Code you'll need to schedule an appointment for your digital fingerprinting.  The approximate cost will be 21.35.  

SafeSport
U.S. Soccer has developed the Safe Soccer Framework as a foundation from which all participants in the soccer community, be they athletes, coaches, referees, administrators or volunteers, play an active role in creating an environment free from emotional, physical or sexual abuse. The Safe Soccer Framework is a comprehensive program of policies and process, screening, education and training, reporting, monitoring and enforcement designed to help participants detect and report abuse, respond to it, and prevent future occurrences. This Framework applies to U.S. Soccer national level programs. Please seen Policy 212-3 below for information applicable to U.S. Soccer’s Organization Members.

Certifications

PA West requires all U6 Recreational coaches to have a minimum of an F or Youth license.  In fall of 2016, U8 will also require the same.

Youth Module License

Youth Modules

A coach can take the US Youth Online course for U6-8 & U10-12 and then must complete the field sessions at the location most convenient for their schedule.  All field sessions will be posted on the PA West website as they are scheduled.  Approximately 2 field sessions per district will be scheduled in the Spring and the Fall.

If your club would like to host a youth module in the traditional format see description below and contact Amy Fogle in the PA West office.

Please note:  *Youth Module Field Session requires completion of the US Youth Soccer Online course prior to registration for the field session.  The Youth Module candidates must go to this link to take the online portion of the US Youth Module and then register for a Field Session at the location best fitting their schedule.”  The Field Sessions are listed under the Scheduled Courses section of the COACHES Tab.

U6-U8 Module

  • Philosophy of Coaching and Characteristics of U6/U8 Children (Classroom)
  • Field Session with coaches (Gymnasium or Outdoors)
  • Discussion on P & C, Team/Risk Mgt., Modified Laws - (Classroom)
  • Field Session with U6 Players: U6 Activities, 3 v 3 game on appropriate field (Gymnasium or Outdoors)
  • Field Session with U8 Players: U8 Activities, 4 v 4 game on appropriate field (Gymnasium or Outdoors)

Course length: 6 hours

Candidates should bring notepad, pen, water, and soccer ball.

U10/U12 Module

  • Philosophy of Coaching and Characteristics of U10/U12 Children (Classroom)

F License

F License

The F license course is aimed at coaches working with six to eight year old players and will be accessible to all coaches. The course will be available online at U.S. Soccer's Digital Coaching Center (DDC), which is a comprehensive resource center for coaches at all license levels. The DCC allows coaches to create a personal profile, register for courses, communicate with technical staff, take part in online courses, create session plans with an online graphics tool, access an archive of U.S. Soccer training sessions and much more.

The F License must be completed prior to taking the E License.

During the initial launch phase, the DCC will offer the new F license. Registered coaches of the F will also have access to other features such as a graphics tool. In the upcoming months, additional resources and courses will be offered through the DCC.
